Maximus buys misdemeanor probation firm

Maximus Inc. has acquired National Misdemeanant Private Probation Operations from Behavioral Interventions Inc., the company announced last week, a deal that will allow Maximus to enter a growing market in the corrections industry.

NMPPO, which was a unit of Behavioral Interventions of Boulder, Colo., provides a number of non-residential corrections services for people who have been found guilty of misdemeanors. These services include offender assessment, case management and supervision and collection of fines, fees and restitution. The firm also provides programming, including treatment groups, education classes and drug and alcohol testing and monitoring.

The firm's proprietary software, CTS-2000, manages offender case information, activities and related financial information. The software collects and maintains information on probationers, payment status, court-ordered conditions and probationer progress and history.

The purchase allows Maximus to partner with Behavioral Interventions to access proprietary electronic monitoring technology. The 16-year-old firm has 251 employees in 63 offices in eight states. The firm's current management will remain with Maximus under long-term employment agreements.

David Mastran, chief executive officer of Maximus, said the acquisition allows Maximus to enter a growing market in the corrections industry.

"The capability is a natural extension of our own, and we intend to leverage the new business base of [the firm] with our own justice solutions and child support enforcement lines to move aggressively into this new market. There is no dominant firm in this important segment of corrections services," he said.

Maximus of Reston, Va., provides state and local governments with program management, consulting and information technology services. The company has 5,300 employees and annual sales of $518 million, according to Hoover's Online of Austin, Texas.
