Rational's software uses the unified modeling language to build visual models of software under development, but it also can help agencies build their enterprisewide architectures, said Steve Mills, a senior vice president at IBM. The Office of Management and Budget's Federal Enterprise Architecture Program Management Office specifies that agencies use UML to help build their enterprisewide architectures, as mandated by the 1996 Clinger-Cohen Act.
