Five picked for first phase of Defense HR project

Five integrators have been selected for the first phase of the Defense Integrated Military Human Resource System, the Navy's Space and Naval Warfare Systems Command announced Sept. 12.
Computer Sciences Corp., El Segundo, Calif.; IBM Corp., Armonk, N.Y.; Lockheed Martin Corp., Bethesda, Md.; Northrop Grumman Corp., Los Angeles, and PwC Consulting LLP each won about $1 million to conduct a risk assessment of the project.
The Department of Defense will pick one contractor from the five to implement the project after phase I is completed in December. The full rollout is scheduled to be completed in March 2011.
DIMHRS will provide personnel and pay services for all Defense Department active duty, reserve, and National Guard service members worldwide. DIMHRS will collect data on a service member's career and retain and maintain data in a single, comprehensive record. Using software from PeopleSoft Inc., Pleasanton, Calif., the system will support 3.1 million service personnel and will replace 88 legacy systems.
The value of the integration work may run to $1.5 billion, industry officials said.
"DIMHRS, when fully implemented, will provide HR support across the full operational spectrum, during peacetime and war, through mobilization and demobilization, deployment and redeployment," said William Phillips, the PwC Consulting partner who leads the defense practice.
