Things to note

  • The 2003 budget includes $60 million for IT projects and governmentwide payroll modernization. Under basic operating expenses, $24 million is for the governmentwide Human Resources Data Network project, and $5.8 million is to manage OPM's e-gov projects: Recruitment One Stop, e-Training and e-Clearance.

  • The OPM Web site is great for what I assume is its main purpose: serving people. For contractors, I couldn't find much advice here for doing business with the agency. In fact, I had a hard time finding some of the basic info, such as the founding date and the latest budget numbers. Your best bet: FedBizOpps.gov.

  • The government's HR office really has been around since 1883. The Pendleton Act created the merit system and effectively ended the practice of giving federal jobs to people as a reward for political support. The Civil Service Reform Act of 1978 officially established OPM.
