The group, which represents the interests of motorists, will pay the money to any jurisdiction that tries its solution at an intersection that has a high number of red-light violations, even with a camera ticketing system in place.

Proper signal timing, better signal design and improved intersections are more desirable than camera enforcement systems, according to the group. The association said that over the past 20 years, there has been a pattern of changing standards for the timing of yellow lights, and this is what has caused the increase in red-light violations.
