The nonbinding agreement was announced at the eLink 2000 conference in Las Vegas. A definitive agreement between Commerce One of Pleasanton, Calif., and CSC of El Segundo, Calif., is expected to come in the fourth quarter of this year.The alliance will combine Commerce One's technology and Global Trading Web network with CSC's global outsourcing, hosting, consulting and systems integration capabilities. Commerce One and CSC plan to partner in federal markets in the United States as well as commercial and other government markets worldwide, building upon the CSC European Commerce One practice launched in May. It is expected that CSC will use Commerce One's MarketSite Portal Solution to help automate its nearly $5 billion in annual spending. Commerce One also expects to certify CSC as both a global integration partner and a premier hosting partner.XXXSPLITXXX-Proposals are due Oct. 20 for the Army's $600 million University Access Online education program. The contract is expected to be awarded in December. The program will allow soldiers to earn college credits, degrees and technical certifications while they serve, at little or no cost to them. The Army selected Fort Benning, Ga., Fort Campbell, Ky., and Fort Hood, Texas, as the initial sites to implement the online education program for the year 2001. The formal solicitation is on the Web sites of the Defense Supply Service (www.dssw.armyu.pentagon.mil) and the Army University Access Online (www.earmyu.com.)XXXSPLITXXX-The California Education Department announced Sept. 18 that it has awarded a $2.1 million contract to National Systems & Research Co. of Colorado Springs, Colo., for an automated system that would allocate funds to school districts. The department's current Principal Apportionment System allocates more than $12 billion annually to local education agencies for numerous programs including meals, gifted and talented education and special education.The scope of the NSR contract includes software, database management development, consulting and systems integration, according to agency officials.XXXSPLITXXX-A national survey conducted this month found that most people think paying for e-government services with Web site advertising is OK, according to eGovNet, a Columbus, Ohio, provider of Internet solutions for state and local governments. When given a choice between paying for e-gov services with advertising on government Web sites or charging citizens convenience fees, 56 percent of respondents preferred advertising; 23 percent chose convenience fees.
