MAY 3 ? In yet another deal involving the outsourcing of local government work, HTE Inc. of Lake Mary, Fla., signed a $5 million agreement to provide information technology outsourcing services to the village of Wellington, Fla.

Under the five-year agreement, HTE will handle Wellington's IT needs for a flat, monthly fee. Outsourcing, software, hardware and annual maintenance will total approximately $5 million over the life of the agreement.

Wellington purchased the HTE applications, which include financial, human resources, community development, utility, parks and recreation and fleet management applications. Under the deal, the village also bought hardware from HTE for $1.5 million.

"As a relatively young city, just formed four years ago, we found ourselves in a unique position needing additional IT staff and fully integrated municipal software," said Wellington Mayor Thomas Wenham.

HTE develops, markets, implements and supports fully integrated enterprise software applications designed for public-sector organizations. The company's total revenue for 1999 was $96.2 million, all of it coming from its 1,600 government customers.

HTE's customers consist of public-sector offices such as states, cities, counties, corrections and justice operations, public-safety agencies and utilities, among others.

Wellington is the third major agreement awarded to the company within the past 30 days. In April, HTE won other contracts worth more than $900,000 to provide an enterprisewide solution for Craven County, N.C., and a financial software solution for St. Vincent Electricity Services Ltd. of Kingstown, St. Vincent and the Grenadines in the West Indies.
