USinternetworking Inc., Annapolis Md., named Richard Terhorst vice president of sales for its new federal sales group. He will direct the group, which is working with government agencies to provide applications in human resources, financial management, e-commerce, Web-site management and business intelligence.

Raytheon Systems Co., a unit of Raytheon Co. of Lexington, Mass., named Daniel Smith as vice president with responsibility for the company's Naval and Maritime Systems business unit in Portsmouth, R.I. Smith most recently held the position of director, Naval and Maritime Systems business development.

Muse Technologies Inc., Albuquerque, N.M., promoted three directors as vice presidents of their departments. Dean Dowling is vice president of federal markets, David Rosen is vice president of marketing and business development, and Steve Sukman is vice president of communications.

Keane Federal Systems Inc., a Rockville, Md., subsidiary of Boston-based Keane Inc., hired Nancy Hutchin as business development practice manager, application outsourcing. She will be responsible for developing and driving sales and marketing efforts for the application outsourcing practice at Keane Federal Systems.

The Lockheed Martin Electronics Sector, Bethesda, Md., appointed Frank Meyer as president of the electronic platform integration segment. He also was named president of Lockheed Martin Federal Systems - Oswego Business.
Dimensions International Inc., Alexandria, Va., named former Army Gen. Johnnie Wilson as president. Wilson was head of the Army Materiel Command in Alexandria, Va. Dimensions International specializes in information technology, engineering services, integrated logistics support, facilities management and air traffic control and radar systems.

Hadron Inc., Annandale, Va., has chosen Donald Kellmel to fill the newly created position of chief technical officer. Kellmel also serves as chief technical officer of Avenue Technologies Inc., which was recently acquired by Hadron.

Vista Information Technologies Inc., Herndon, Va., hired Richard Sobera as vice president for strategic sales. He will work with the company's national and regional business managers and sales force in channel partnership development and expanding the company's sales relationships.

SI International Inc., Vienna, Va., hired S. Bradford Antle as executive vice president of operations for Statistica Inc., the Gaithersburg, Md., firm acquired by SI International in January. Previously, he was employed by Lockheed Martin Management & Data Systems, where he was the director of Washington technical operations.

Hoppmann Communications Corp., Chantilly, Va., appointed J. David Ray as executive vice president and general manager. He will oversee sales, marketing, operation and administrative functions.The Northern Virginia Technology Council board of directors elected Sumeet Shrivastava to serve a three-year term. Shrivastava is the chief operating officer, executive vice president and founder of Anstec Inc., McLean, Va. The council supports member companies by promoting the northern Virginia region as a global leader in technology.

Computer Associates International, Islandia, N.Y., added former Sen. Alfonse D'Amato to its board of directors. D'Amato represented the state of New York for three terms and was chairman of the Committee on Banking, Housing and Urban Affairs.
