Tri-Cor Industries Inc. of Alexandria, Va., appointed Peter Janke as chief executive officer. Janke has more than 25 years of experience in the information technology industry, and most recently was executive vice president and chief financial officer of Government Technology Services Inc.

Systematic Software Engineering Inc., Fairfax, Va., appointed Richard Muirragui as president. Before joining Systematic, he was employed by Lockheed Martin Corp. as the worldwide implementation manager for Defense Message Systems.

TimePlex Federal Systems, Fairfax, Va., hired William McKenney as vice president of sales. He was previously with N.E.T. Federal, where he was sales director.

Vaxcom Services Inc. of Vienna, Va., appointed Eric Stratton as vice president and chief operating officer. Stratton will oversee the company's marketing and business development efforts and its merger and acquisition interests. For the last 13 years Stratton worked with AT&T Bell Laboratories and AT&T Government Markets.

Douglas Murray has joined New Technology Management Inc. as the senior program manager, guiding its federal accounts with the Department of Justice's Immigration and Naturalization Service and the Department of Defense. Murray recently retired from the Office of the Secretary of Defense for Reserve Affairs, where he worked for four years as the senior enlisted adviser.

Informix Corp. in Vienna, Va., appointed Dick Martin to its federal group as U.S. federal sales manager. Martin, responsible for Informix's U.S. government end user and federal systems integrator business, has more than 20 years of federal sales and management experience. Before joining Informix, he was national sales director for civilian agencies at NCR Corp.

National Computer Systems Inc. hired Howard Myers as vice president of its Government Services Division in Arlington, Va. Myers will be responsible for expanding the business and providing solutions to federal and state government customers. He was general manager of Siemens Federal Marketing in Vienna, Va.

eSoft Inc., Boulder, Colo., appointed Jim Love vice president of sales. In 1987, Love co-founded Data Storage Marketing, which was sold to Comstor in August 1997.

Maj. Gen. Robert Dickman and Gil Klinger have joined the National Reconnaissance Office in Chantilly, Va. Dickman is the new director of the Office of Plans and Analysis, and Klinger is the new director of policy. Dickman was previously at the Pentagon where he was the Department of Defense space architect. Klinger was previously the acting deputy undersecretary of defense for space.

Melita International, Norcross, Ga., appointed Mark Malis as vice president of human resources. He most recently was vice president of human resources for Sarcom.


Sybase Inc., Bethesda, Md., promoted Stephen Morck to area vice president for public sector professional services. Morck is responsible for professional services customers in the federal government, state and local government and institutions of higher education.

OSP Consultants Inc., Sterling, Va., appointed Ken Merryweather to vice president of engineering and fiber operations, and Larry Litteral to vice president of project management. Merryweather, who joined OSP in 1994, was previously its director of engineering and fiber operations for the California region. Litteral was previously OSP's director of broadband systems.

Atlantic Duncans International Inc., Chantilly, Va., promoted Dharamraj Amin and Patricia Moore to sales managers. Amin leads a team including SAP, PeopleSoft, Lotus Notes and Oracle, and Moore leads the PeopleSoft team.
