APG-USA Inc., Bloomington, Minn., promoted Gary Fish of Brooklyn Park, Minn., to the executive management team as senior vice president of sales and marketing.

Coryphaeus Software Inc., Los Gatos, Calif., announced that Richard C. Jones Jr. has joined the company as vice president of sales and marketing.

Gregory J. Clark was named president and chief operating officer of Loral Space & Communications, New York. Clark, who previously held positions at News Corp. and IBM, has extensive experience in communications technology development and operations.

The Electronic Frontier Foundation, San Francisco, announced that its board of directors appointed Barry Steinhardt to president and chief executive officer. Steinhardt is currently the associate director of the American Civil Liberties Union.

Drawbase Software, Cambridge, Mass., has promoted David Connors to vice president of sales and marketing.

Eugene T. Wugofski has been named president of Pacific-Sierra Research Corp., Santa Monica, Calif., replacing Edward C. Field Jr., who remains as chairman of the board. Brian J. Morra takes over as PSR senior vice president and manager of the Applied Systems Division in Arlington, Va.

Kent Berner has joined Creative Technology Inc. in Reston, Va., as vice president of the Government Services Division.

TASC Inc., Reading, Mass., a subsidiary of Primark Corp., announced the appointment of James C. "J.C." Williams as vice president and director of the company's Advanced Simulation Group.

Mobile Communications Holdings Inc., Washington, appointed Jill Abeshouse Stern, a telecommunications attorney, to the new position of senior vice president and general counsel.

Spacehab, Vienna, Va., has appointed David A. Rossi as the new president and chief operating officer. Rossi, a seven-year senior executive at Spacehab, succeeds Chester M. Lee, who has been appointed chairman of the firm's Astrotech Space Operations subsidiary.

NDC Group, Alexandria, Va., has appointed Scott N. Fischer president of Consulting Services. He will be responsible for the firm's business development and consulting services across its three service lines.

Project Software & Development Inc., Bedford, Mass., announced that Norman E. Drapeau Jr., the company's executive vice president and newly named chief operating officer, was elected to the board of directors.

Mort Labovitz has been appointed vice president and corporate director of contracts and procurement for CACI International Inc., Arlington, Va. Labovitz has more than 30 years of experience in government and industry, most recently at CSC, where he was director of government acquisition relations.

Columbia Research Corp., Arlington, Va., named Paul A. Rogers vice president of business development. He will be responsible for all marketing activities.

James Hoffman, former director of Sun Microsystems Federal's Systems Engineering, is now director of International Government Operations; Patrick Hu, former director of Program Management, was promoted to director of Asia/Pacific Operations; Thomas Kreidler, former director of Business Development, is now the director of North American Operations.

ASIC International, Knoxville, Tenn., announced the appointment of Reid Wender to its technical staff.

Computer Systems Management Inc., Alexandria, Va., has named Charles Mendler to the new post of director of transportation technologies.

Vito N. Galante has been named director of solid waste services for Golder Associates Inc., Atlanta.

EPI Communications, a full-service integrated marketing firm in Rockville, Md., has named Michael J. Hatch to the newly created position of director of exhibit services. EPI also has two new employees: Marylinn M. Hatch and James J. Goodmen have joined the firm as senior account executives.

GMSI, Bethesda, Md., announces new team members: Bruce McIntosh, who joined the company in August 1997, has been appointed new director of the Federal Civilian Unit of GMSI, while Mick Fox comes on board as a program manager in the Federal Defense Business Unit.

Federal Sources Inc., McLean, Va., announced staff appointments: Sue Dowling has been named an account manager in FSI's Fedmark Division. Joining the State and Local Division is John Davies as a research analyst. In the Consulting Division: Kati Hooker joins FSI as a marketing management consultant and Kristin Oliver as a junior market research analyst. The company also promoted Anita Rosenberg to senior marketing analyst in the Consulting Division and Roxanne Navarra to senior research analyst in the Fedmark Division. Weili Gu was appointed manager of Technical Services; he comes to FSI from the World Bank where he was a consultant to the International Economics Department. FSI also announced that L. Kenneth Johnson has become a consultant for the firm; he is the former president and CEO of Cordant Inc.

PowerScan Inc., a Star Technologies subsidiary in Potomac, Md., has named Alan S. Linden as federal sales manager. Previously, Linden served in various federal sales and project management capacities at both Eastman Software Co. and Wang Laboratories.
