Fortner Software LLC, Sterling, Va., appointed Ted Meyer as its CEO. He will lead the company's growing presence in the earth science and remote sensing markets. Meyer joined Fortner in 1995 as chief technology officer.

CyberMedia, McLean, Va., appointed Carol Kerins to director of federal sales marketing. Kerins joined the company in 1997 as a sales manager.

Woodland Hills, Calif.-based Litton Industries announced the appointment of James Winchester as president of its Aero Products division. Winchester joined Litton in 1997 as vice president of business development.

The Boeing Co.'s Tokyo office appointed Rick Martin president of the Boeing Japan office in Tokyo. He will be responsible for overseeing the company's sales and industrial activities in commercial aircraft, information, space and defense systems. He has been with the company 27 years.

New Hires

Peter Romanoff has joined McLean, Va.-based investment banking and brokerage firm Ryan, Lee & Co. Inc. as a vice president. He was previously with the Acacia Group.

Minneapolis-based Digi International Inc. appointed two new vice presidents. Larry McGraw is vice president of international field operations, and Donna Burke is vice president of corporate communications. McGraw will be responsible for Digi's sales, marketing, support and administrative functions throughout Europe, the Pacific Rim and Latin America. Burke will be responsible for investor relations, public relations, advertising and customer communications.

New York-based Loral Space & Communications appointed retired Navy Rear Adm. William Wright as president of Loral Asia-Pacific. Based in Loral's Tokyo office, Wright will be the senior representative in Asia for both Loral and its subsidiary, Space Systems/Loral. His duties will include providing assistance to customers in planning, financing and regulatory matters, and coordinating the activities of Loral's representative offices in Asia.

APCO Associates Inc., a Washington-based international public affairs and communications firm, hired Steven Mirmina as a senior associate for aviation services. He was previously with the law firm of Crowell and Moring, where he assisted U.S. and foreign carriers on regulatory matters before the Department of Transportation.

Blue Bell, Pa.-based Unisys Corp. appointed Bradie Barr as national director of capital markets within its Insurance & Diversified Financial Services Practice. She joins Unisys from J.J.B. Hilliard, W. L. Lyons Inc., a regional brokerage firm, where she managed operations of the Investment Management Group.

United Space Alliance, Houston, named Robert Dean vice president of strategic planning and business development. He will direct the company's strategic plan and the identification and evaluation of potential new business opportunities. Dean joins USA after serving as senior vice president of advanced business bevelopment and administration with Ball Corp.

Deneb Robotics Inc., Troy, Mich., hired Brian Huse as marketing manager. Huse spent more than four years organizing marketing projects for the Robotic Industries Association.

Executive Moves

Kirkland, Wash.-based Teledesic LLC announced that Adm. William Owens will join the satellite telecommunications company as vice chairman of the board. Owens was most recently president, COO and vice chairman of the board of Science Applications International Corp. Before joining SAIC in 1996, Owens was vice chairman of the Joint Chiefs of Staff.
