The State Retirement Agency in Annapolis, Md., selected Syscom, Baltimore, to provide a client/server-based electronic document management system. The system is expected to be used for the administration of 12 defined benefit plans, covering more than 300,000 participants and 105 employers. The system will use a Novell network, a graphical user interface and the Annapolis Data Center's IBM mainframe operating principality as the database server. The contract, awarded in May, is valued at $32.6 million.

The Auditor's Office in Charleston, W.Va., hired SCI, St. Louis, to build a statewide client/server-based payroll system. The system is expected to process payroll information for 40,000 workers from 115 state agencies. The contract, awarded in May, is worth more than $1.1 million.

The Department of Family Services in Cheyenne, Wyo., chose Chicago-based Andersen Consulting to create a conceptual design and an advanced planning document for the development and implementation of a statewide automated system for public assistance programs. The system will handle such things as eligibility determination, payment, child care and Medicaid. The contract, awarded in June, is valued at $750,000.

Also in Cheyenne, the Department of Education selected Englewood, Colo.-based US West Communications to improve its telecommunication infrastructure. The new infrastructure will provide each high school with an interactive, two-way data transmission with access to the Internet, as well as video and audio capability. The contract is valued at $18 million.

The Department of Corrections in Olympia, Wash., hired MTG Consulting, Seattle, for a requirements analysis and system design for a new Offender Based Tracking System. The contract is valued at $550,000.
