BDM International Inc., McLean, Va., appointed three new vice presidents to strengthen the core leadership of its State and Local Systems Strategic Business Unit. They are Richard Bradley, vice president of public sector; John Hanby, vice president of sales; and James Weaver, vice president of sales and marketing.

Alexandria, Va.-based Robbins-Gioia Inc. appointed Albert DeFazio chief financial officer. With more than 16 years of financial and administrative experience, DeFazio brings skills in strategic planning, new business pricing, and the design and implementation of new cost structures and systems. The company also named Jim Karwel executive vice president of business development and hired Bob Tomasetti as vice president of telecommunications.

Corey V. Torrence has been named president and CEO of Logica Inc., Lexington, Mass. He succeeds Jim Yates.

Valerie Lyons has been appointed president of Electronic Data Systems' Government Services Unit in Herndon, Va.

Senior vice presidents Brian Keane and John F. Keane Jr. have been assigned to the newly created Office of the President at Keane Inc., Boston. They report to John F. Keane Sr.

Marcy J.K. Tiffany has been named general counsel and a corporate vice president at Hughes Electronics Corp., Los Angeles. She succeeds John J. Higgins.

Kathryn A. Bushkin has been appointed senior vice president and chief communications officer of America Online Inc., Dulles, Va.

Maj. Gen. David Richwine, USMC (Ret.), has been named vice president of operations at AFCEA International, Fairfax, Va. He replaces Leo Childs.

David C. Goldberg has been appointed vice president of operations for the new Technology Sciences Division at Pulsar Data Systems Inc., Lanham, Md.

Shannon Small has been named vice president of marketing at Iconix Inc., Bethesda, Md.

Computer Data Systems Inc., Rockville, Md., has promoted Brad Kopp to vice president and chief financial officer and Ed O'Donnell to vice president of finance.

Farid Durrani has joined MicroDisplay Corp., San Pablo, Calif., as vice president of manufacturing operations. He is overseeing construction of the firm's pilot manufacturing facility in San Pablo.

Wayne Messner has been appointed vice president for force protection and security technology at Radian Inc., Alexandria, Va.

David M. Kalen has joined Anstec International, McLean, Va., as vice president of business development.

Kevin Leslie and Jeff LeHew have been elected chairman and vice chairman, respectively, of the Retail Council of the Satellite Broadcasting and Communications Association, Alexandria, Va.

John E. Baldwin has been appointed vice president of strategic business development at Artemis Management Systems, Boulder, Colo.

W. Bruce Weinrod has been named managing director and general counsel at International Technology and Trade Associates Inc., Washington.

SMAC Data Systems, Gaithersburg, Md., has appointed Dockins Grantham as vice president of its operations division and Robin Andrusko director of its new human resources department.

CAIS Internet, McLean, Va., has named Bill Caldwell to the new post of vice chairman.

Global Management Systems Inc., Bethesda, Md., has been named a winner in the 1997 FastTrack Revenue Growth competition sponsored in the Washington area by Arthur Andersen, Riggs Bank and Washington Business Journal.

Planning Technologies Inc., Atlanta, is ranked by the White House Office of Management and Budget as the No. 1 8(a) firm in the federal information technology sector. The Small Business Administration has cited PTI and co-founders Jake Sanchez and Ron Spencer as 1997 Prime Contractor of the Year in Georgia. SBA also gave them its Entrepreneurial Success Award.

The Honorable John W. Douglass, assistant secretary of the Navy for Research, Development, and Acquisition presented the Software Program Managers Network's prestigious H. Mark Grove Award for Excellence in Software Management to three Raytheon software managers - Thomas J. Haley, R. Blake Ireland Jr., and Barbara A. Johnson of Raytheon's Electronic Systems Division. SPMN's annual award recognizes significant contributions to improve software management, resulting in better development, maintenance and delivery of large-scale, software-intensive systems for the military. The award honors people whose efforts lead to fundamental improvements in productivity, quality, cost and schedule predictability, time to market, and user satisfaction of these systems.

The Boeing Co. in Huntington Beach, Calif., has been named the Goddard Space Flight Center Contractor Excellence Award winner for 1997. Boeing was selected for its performance on two Delta II contracts with NASA. The Contractor Excellence Award represents an effort by the Goddard Space Flight Center to recognize companies that make a substantial contribution to the mission of the center and are dedicated to the philosophy of continuous improvement.
