Executive Moves

GRC International Inc., Vienna, Va., has promoted Gary Denman to president and chief operating officer. He also will assume the post of chief executive officer July 1, upon the planned retirement of Jim Roth. Denman previously served as executive vice president and COO.

Cable & Wireless Inc., Vienna, Va., has named Rich Yalen as chief executive officer. CWI is the U.S. subsidiary of British telecommunications giant Cable and Wireless PLC. Yalen previously served as chief operating officer at CWI.

Signal Corp., Fairfax, Va., announced three promotions: Bob Smith to senior vice president, administration; Ron Frazier to vice president, information solutions; and Kevin Wideman to vice president, General Services Administration programs. The company also hired Glenn Hecton as vice president, Navy programs.

Houston Associates Inc., Silver Spring, Md., hired Eugene Jackson as vice president of corporate development. Houston Associates provides telecommunications engineering and systems integration services to federal, state and local governments and the telecommunications industry.

Michael Aisenberg, Digital Equipment Corp.'s Washington lobbyist for 17 years, has become a partner in the D.C. law firm Galland, Kharasch & Garfinkle PC.

David Linthicum, a client/server and application development expert, has been named chief technology officer for Software AG Americas, Reston, Va. Linthicum will be responsible for product direction, development and strategy.

Proxicom Inc. of Reston, Va., has named Larry Clark as senior vice president. Clark, former vice president and general manager of the U.S. East Region at MCI Systemhouse, will oversee the direction and growth of Proxicom's Internet services business.

CrossMedia Networks Corp., McLean, Va., a message management and voice navigation company, announced several executive appointments. Matt Lehman has been named vice president for strategic alliances. John Miller has joined the team as director of advanced technology. Maureen Lalor has assumed the position of business development manager. Kathy Penny is the new manager of administration.

Arthur Andersen, Vienna, Va., has named Jay Meriweather managing partner of its Northern Virginia office.

The Data Warehousing Institute, Gaithersburg, Md., has appointed Wayne Eckerson vice president of technology services. He will be responsible for helping the institute provide unbiased research, consulting and other technology services.

Dimensions International Inc. in Fairfax, Va., operator of the Fairfax Electronic Commerce Resource Center, has added F. Deane Erwin as a senior electronic commerce resource consultant. He will work with small- to medium-sized businesses as well as government agencies, implementing electronic commerce technology solutions.

John McElrath has joined Statistica Inc., Gaithersburg, Md., as vice president of the Data Management Services Group. He has spent his 25-year career pursuing business in the application of information technology to records and data management.

SpaceVest, a space industry venture capital firm in Reston, Va., has added health-care industry specialist Ransom Parker to its team. He will serve as a senior executive of SpaceVest's management company.

J. Chris Wagner, a senior vice president at Computer Associates International of Islandia, N.Y., was recently appointed to the board of directors at SpaceWorks Inc., a Rockville, Md.-based extranet commerce software firm.

Digital Signature Trust Co. of Salt Lake City has hired Alan Asay as vice president of legal practices. Asay was previously with CertCo, a leader in electronic commerce and a key partner with Digital Signature. DST is a provider of digital signature authentication and certification services to business and government.

Kenneth Kies, who recently announced he would be leaving his position as chief of staff of Congress' Joint Tax Committee, will join the Washington-based Price Waterhouse partnership.

KPMG Consulting, Washington, a part of KPMG Peat Marwick LLP, appointed Paul Brown to partner in KPMG's Information, Communications & Entertainment Practice. Brown will focus on wireless communications carriers and providing consulting services to help them meet their enterprisewide business requirements.

Explus, Dulles, Va., has appointed Ralph Fraser to the position of director of marketing and sales. He has more than 20 years of experience in launching and developing major corporate programs.

Ronald MacIntyre has joined Cost Management Systems Inc., Vienna, Va., as vice president, business development and marketing. MacIntyre will be responsible for strategic plans and programs as well as coordination of new marketing initiatives.

New Positions

The Choice Inc., Washington, has expanded its services by launching a new technical division headed by Drew Hudson. The new division will help area technology and government contracting companies to effectively screen and hire technical professionals.

International Data Products, Gaithersburg, Md., has appointed David Larson to the newly established position of director of program management. He will be responsible for assuring all aspects of IDP contracts are fulfilled to the customers' satisfaction.
