Department of Defense MCI Communications Corp., Washington, D.C., snared its largest contract ever with a federal agency. The telco won a nine-year, $400 million, ceiling-managed services contract with the Department of Defense. MCI will provide switched and bandwidth-management services for the CONUS Defense Information System Network, the DoD's global communications infrastructure. TASC Inc., Reading, Mass., won a five-year, task-ordering contract from the Defense Mapping Agency worth up to $52.5 million to provide systems engineering and technical assistance support. TASC will supply the systems and program management expertise for DMA's Technology and Development Program, and agencywide modernization initiative.
American Management Systems, Fairfax, Va., has been selected by the Department of Defense as one of two vendors to vie for a base period competition to supply the software and systems engineering for DoD's Standard Procurement System. The initial contract is valued at $3.3 million. AMS will compete with DynCorp to demonstrate to DoD the best client/server software solution and industry team to fulfill SPS's requirements. The contract covers software, software support and related products and services. Following the base year competition, SPS will be deployed to DoD facilities over a four-year period.
R&R International Inc., Akron, Ohio, was part of the team that won a $60 million Chemical Demilitarization U.S. Army contract awarded by the U.S. Army Chemical and Biological Defense Command, Aberdeen Proving Ground, Md. The contract is for technical services support and covers work associated with stockpile disposal at ammunition plants across the country. Work is expected to be completed by July 12, 2001.
Validity Corp., Encinitas, Calif., was awarded a contract to support the joint interoperability test command, Fort Huachuca, Ariz. The five-year, $130 million contract is to provide testing and engineering support for all Department of Defense services and agencies.
General Government
A clan of area companies have captured portions of the National Institutes of Health Chief Information Officer-Solutions and Partners program. The multiaward, indefinite-delivery, indefinite-quantity contract over five years is shared by multiple vendors. The contract provides total information technology solutions to NIH, other federal agencies and states where federal funds are used. OAO Corp., Greenbelt, Md., will perform work on Year 200 software strategies, IT operations and security, and program management.
Under the same contract, Northrop Grumman Corp.'s Data Systems and Services Division, based in Herndon, Va., will provide services including reinvention resourcing, information technology operations, systems integration and telecommunications support.
The Orkand Corp., an information technology and management consulting firm based in Tysons Corner, Va., will also provide operational support, integration services and telecommuting technology for the NIH contract.
The contract has a ceiling of 5,000 tasks. The value of the contract will be determined by the number of tasks captured by the team.
The National Information Technology Acquisition and Assessment Center of the National Institutes of Health has awarded a prime contract to SAIC, San Diego, under the Chief Information Officer Solutions and Partners Program. The program will streamline the federal government's information technology contracting process by more closely mirroring industry, including decentralizing procurement and appointing chief information officers in each agency. The five-year contract has no cost ceiling, and agencies will issue individual task orders to contractors.
The Information and Engineering Technology Imaging Division of DynCorp, Reston, Va., is an awardee of the National Institutes of Health Image World Contract. Under the five-year, $100 million contract, DynCorp will provide its Enterprise Imaging & Object Management software, as well as requirements analysis and integration services for electronic document management systems to NIH and other federal agencies.
BDM Federal Inc., McLean, Va., has been awarded a $115 million contract by the U.S. Department of Justice to provide information technology support services. Under the five-year, indefinite delivery, indefinite quantity contract, BDM and its team members will provide a range of systems development and related support services to the Justice Department and other U.S. government agencies.
OTHER
American Management Systems, a business and information technology consulting firm, has won a $8.5 million contract from Canadian-based Microcell Telecommunications Inc. to develop a comprehensive customer care and billing platform. AMS, Fairfax, Va., will provide Microcell with Spectrum2000, AMS' GSM customer care and billing system. The one-year contract represents the first phase of Microcell's multiyear implementation project.
Cox California Inc., Irvine, Calif., and Boston Technology Inc., Wakefield, Mass., have signed a three-year agreement to provide services for wireless customers in the Los Angeles-San Diego major trading area. The contract's initial phase, valued at $1.9 million, calls for deployment of Boston Technology systems and software to provide Call Answering service to wireless customers in the major trading area, comprised of Southern California, northwestern Arizona and southwestern Nevada.
TASC Inc., Reading, Mass., won a two-year, $4.8 million contract from the Volpe National Transportation Systems Center to maintain and upgrade the Federal Aviation Administration's Enhanced Traffic Management System. ETMS is a computer network used to collect and display domestic and foreign flight data, and weather information to flight planners at the FAA National Traffic Control Center, and to regional air traffic control facilities and commercial airlines. ETMS is the FAA's chief tool for managing air traffic flow and maximizing use of the National Airspace System.
Rockwell International Corp., Richardson, Texas, has received a $38 million award to develop a design to modify existing Government Miniature Receive Terminals and COMSEC devices for the U.S. Air Force.
The contract was awarded by the Electronic Systems Center at Hanscom Air Force Base, Mass. This allows for a future production follow-on contract, including installation of the MMRT in the three weapon systems platforms.
Ericsson has signed a $140 million contract with Telekom Malaysia Nerhad, the major telecom operator in Malaysia, for the supply of AXE switching equipment to their fixed telecommunications network.
The contract includes deliveries and installations of AXE trunk lines, Intelligent Network solutions, ISDN, as well as network management solutions over a two-year period.
Installations will start in late fall 1996.
BDM Technologies, a subsidiary of BDM International, McLean, Va., has been awarded a contract to develop an integrated justice information system for McLean County, Ill.
BDM will design, develop and implement a system to track individuals from the time of arrest through disposition.
Phase one of the contract includes implementing and integrating the Police Incident Crime Reporting System, Records Management and the Jail Management System for the Sheriff's office. Subsequent phases will include integrating systems that support the Circuit Clerk and Court, the State's Attorney's office and the Public Defenders office.
