ANSER, Arlington, Va., announced that Lyle A. Cox has joined the public service research institute as vice president for corporate development. Previously Cox was vice president and chief technical officer at Science Applications International Corp.

MITRE Corp., of Bedford, Mass., announced the promotion of Roger L. Furr Jr. to director of corporate contracts. Furr will negotiate and administer all MITRE customer contracts as well as provide policy direction for corporate contracts and subcontracts. He previously served as MITRE's manager of corporate contracts since 1994.

The Potomac Knowledgeway Project, Reston, Va., announced that William E. Kirwan, president of the University of Maryland, and John R. Tydings, president of The Greater Washington Board of Trade, have joined its board of directors.

The board of directors of the Information Technology Industry Council, Washington, D.C., elected Carol Cameron Darr as vice president of government affairs. Darr formerly served as associate administrator for the office of international affairs of the National Telecommunications and Information Administration.

Government Institutes, Rockville, Md., announced the election of Thomas L. Hewitt to its board of directors. Hewitt is president of Federal Sources Inc. in McLean, Va.

Harris Corp., Melbourne, Fla., has named Albert E. Smith president of its Electronic Systems Sector. Previously, Smith was executive vice president in charge of Lockheed Martin's Missiles and Space operation.

MAXM Systems Corp., McLean, Va., appointed David C. Wetmore to the company's board of directors. Wetmore is currently managing director at the Holmdel, N.J.-based Updata Group.

Raxco Software Inc., Rockville, Md., announced the appointment of Robert Nolan to president and chief executive officer. Nolan will manage and direct operations in the United States and the United Kingdom for the company's software line of performance enhancement, system management and user support products for Digital's Open VMS systems.

Biosource Technologies Inc., Vacaville, Calif., named Bruce A. Boyd as executive vice president. Boyd will be responsible for the coordination of Biosource's business support team, financial strategies and business development activities.

Randy L. New of BellSouth, Atlanta, has been appointed vice president of legislative implementation, a newly created position. New will help BellSouth's implementation of the regulatory provisions in the Telecommunications Act of 1996.

COMSAT Corp., Bethesda, Md., announced that C.J. "Pete" Silas has been selected chairman of the board. Silas joined COMSAT's board of directors in 1993 following a career at Phillips Petroleum Corp.

Phoenix Wireless Group Inc., Maitland, Fla., has named Paul Mueller executive vice president and chief operating officer. Mueller previously acted as vice president of sales and marketing at Phoenix.

Ascent Logic Corp., San Jose, Calif., has appointed Daniel R. Kummet as vice president of consulting services. In the last two years, Kummet headed ALC's consulting, training and sales support organization.

Telephonics Corp., Farmingdale, N.Y., appointed Richard F. Frazita to vice president-Engineering, Command Systems.

Digital Equipment Corp., Maynard, Mass., appointed Ralph Lipizzi to vice president in its Americas Multivendor Customer Services Division. In his new role, Lipizzi is responsible for financial and operational performance, asset performance and customer satisfaction. He will focus on the U.S. federal government.

John A. Simonds Jr. will act as vice president of Technology at Pulsar Data Systems, Lanham, Md. His responsibilities include developing infrastructures in the technology department. Simonds worked as a senior technical instructor for Novell Inc. before joining Pulsar Data Systems.

Robert P. Wayman, executive vice president and chief financial officer of Hewlett-Packard Co., has been elected chairman of the Private Sector Council's Board of Directors. The PSC is a nonprofit, nonpartisan, public service organization that helps the federal government improve its efficiency, productivity and management through a cooperative effort of the public and private sectors.

Fried, Frank, Harris, Shriver &amp Jacobson of Washington, D.C., announced that David E. Birenbaum, former U.S. Representative to the United Nations for U.N. Management and Reform has rejoined the firm as a partner president. Birenbaum will practice in the area of international trade and transactions.

Joseph T. Bielitzki, DMV, has been named chief veterinary officer for NASA. In his new assignment, Bielitzki is responsible for the oversight and coordination of animal care and veterinary activities at all NASA facilities. He is also responsible for ensuring NASA's compliance with all U.S. laws, regulations, guidelines and standards governing the care and use of research animals.

Computer Resource Management Inc. appointed William E. Oropallo as president. Oropallo will develop and group CRM in the area of information technology.

Source Digital Systems, Vienna, Va., announced the promotion of Craig Rhinehart to president. Rhinehart has been with the company since December 1991 as vice president of sales and marketing.

Charles M. Mathews has joined FDC Technologies, Bethesda, Md., as vice president. Mathews will serve as a partner executive with current and future product partners.

GETTING A WINDOW
Final Analysis Inc., Greenbelt, Md., announced the appointment of Mary Kay Williams as the director of Corporate Relations. Williams will be responsible for government and global regulatory affairs, marketing communications, and external relations.

Final Analysis Inc. also appointed Michael Fatig as director of business development with responsibility for strategic marketing worldwide. Fatig was formerly manager of business development for the civilian space programs for AlliedSignal Technical Services Corp.
