Raymond C. Allieri will be the new vice president of investor relations at MCI Communications Corp., Washington, D.C. Most recently he worked as director of sales and services for the Delaware Valley.

Sentient Systems Inc., Kensington, Md., named Philip S. Matthews vice president of enterprise systems. He spent 18 years with Xerox Corp. and also worked as vice president of GTE Vantage Solutions.

Theodore M. Shema Jr., a vice president at Booz-Allen &amp Hamilton Inc., McLean, Va., has been elected to its board of directors.

PageNet chairman and former CEO George M. Perrin will act as president and CEO until a new one can be found. Perrin will replace Terry L. Scott, who will resign in October at the Plano, Texas-based wireless messaging firm.

David C. Jones joined

COMSIS Corp., Silver Spring, Md., as president of Washington Operations.

Information Advantage Inc. of Edina, Minn., appointed Larry J. Ford as president and CEO; and Richard Tanler as chairman of the board and senior vice president, Strategic Planning and Business Development. Ford was previously at Systems Software Associates in Chicago.

PULSE Engineering, Beltsville, Md., hired Raymond J. Millaway to be vice president of Business Development &amp Strategic Operations. Millaway was formerly with Honeywell, Defense and ITT, Aerospace &amp Communications.

Albert Sims has joined Reston, Va.-based Information Technology Solutions as vice president of Marketing.

Elizabeth Rogers Brooks was named executive director for Communications and Public Relations, a new position at the United States Telephone Association, Washington, D.C. David Cohen was promoted to vice president of the association's Small Company Affairs division.

At Thinking Machines' Vienna, Va., branch, Dawn Duross was promoted to director of Federal Sales. Duross will have direct responsibility for managing all sales to the U.S. government and for developing corporate partnerships for federal computing programs. Prior to joining the company, Duross was business development manager at Oracle Government.

E-Systems' Melpar Division, Falls Church, Va., named Frances Soskins director for Business Acquisition Systems. She joined the company from Litton Data Systems, where she was a software program manager doing command, control and communications programming for the U.S. Air Force.

Deirdre Murray, manager of business development with US West Communications, won the Industry Recognition Award from the Intergovernmental Council on the Technology of Information Processing.

LANNET Data Communications Ltd., Tel Aviv, Israel, a supplier of switching hubs for enterprise computer networks opened three new offices in Frankfurt, Germany; Sao Paulo, Brazil; and Beijing, China. Leading the team in Germany is Gunther Woyczyk. The Brazil office will be managed by Ricardo Aszenmil and the China office will be led by Ronnie Pri-Or.

Yong K. Kim, president and CEO of User Technology Associates Inc., Arlington, Va., received the SBA Small Business Person of the Year award for the Washington, D.C. district.
