If Michael McKelvey continues to rise through the ranks at ICF Kaiser International at his current rate, he could be sitting in CEO Jim Edwards' chair by the turn of the century.

McKelvey joined ICF Kaiser in November 1994 as an executive vice president for the company's consulting business, one of the Fairfax, Va., company's five operating groups. After five months with the environmental engineering concern, McKelvey has recently been named president of ICF's information management subsidiary.

ICF Information Technology Inc., also based in Fairfax, develops decision support systems that use information to track performance and improve decision making. Three-quarters of the business that the 69-employee division generates is from the federal government, but McKelvey wants to change that.

"Our goal is to have a 50-50 split [of federal to private business] within three years. We'll do that by continuing to grow our government business, but growing the private sector more," McKelvey said.

The other business area

McKelvey would like to expand is foreign sales. Consistent with Edwards' goals for ICF Kaiser as a whole, McKelvey said he wants to see the international sector be a major area of growth for information services in the next two years. The Far East and Europe are two regions ICF Kaiser thinks are the most promising, he said.

In addition to support services, the company provides information management consulting, including business process reengineering, and federal financial accounting. Most of the work ICF's information unit performs is in the energy and environment sectors.

For instance, ICF is helping PPG Industries track and report chemical emissions from 20 separate units at its chlorine production plant. ICF Kaiser designed a computerized information system that uses remote modem communications to link personal computers in each operating unit with the computer used by the environmental department. The system allows PPG to collect operating information and estimate monthly emissions.

Before joining ICF Kaiser, McKelvey worked as a government consultant for 10 years with DRI McGraw Hill.
