DIA developing $2.1B applications development contract

The Defense Intelligence Agency is developing a multiple-award contract that could be worth more than $2 billion for a broad set of application development services.

The contract would have four service areas:

• Enterprise activities and services such as enterprise architecture and planning, technology assessment and evaluation and IT service management.

• Customer and work center support services such as customer outreach and relationship management, mission engagement and operations planning and education and training.

• Mission business applications such as software engineering and development, mission and business application and tool development, web and portal systems, and content management.

• Other special services such as outside technical support services, surge support services and deployment support services.

The value of the contract, known right now as Applications Development and Sustainment, could be $2.1 billion, according to solicitation documents. Bidders are required to have Top Secret Facility Clearances.

DIA wants feedback from industry on how it can develop a vehicle that provides an acquisition framework for IT services and capabilities. The new contract will replace the current Enhanced Solutions for the IT Enterprise known as E-SITE and other DIA contracts.

The agency considers this a new contract and not strictly a follow-on to E-SITE.

According to the statement of work, DIA wants a contract that will improve integration, information sharing and security. The agency also wants to see solutions that include common architecture, consolidated operations and cloud environments.

The focus should be on managed services and not staff augmentation.
