OPM seeks industry support for IT modernization effort

The Office of Personnel Management is working on a modernization effort for IT systems almost three decades old that manage trust funds.

Those funds manage more than $1 trillion in assets for retirement, health benefits, and life insurance for federal employees and annuitants.

One problem with the current systems is that they don’t meet all of the standard trust fund accounting and related business processes. This is creating inefficiencies across OPM, according to the agency.

OPM is launching what it calls the "Organizational Development and Organizational Change Management for a Trust Funds Modernization" effort.

The agency wants a contractor with proven expertise and experience in workforce analysis and assessment and organizational change management, according to a request for information.

Work on this effort began in fiscal year 2017, when OPM created the Trust Funds Modernization Program Management Office and program and project framework.

A winning contractor will analyze the current OPM workforce and structure to help develop detailed plans for making changes.

Comments to the RFI are due March 15.

There is no incumbent on this project so this is new work.

Given its scope and depth, it should draw a lot of attention.
