NIH finalizes HUBzone CIO-SP3 on-ramp, for now

NIH has finalized its list of HUBzone companies to be added the $20 billion CIO-SP3 small business contract, but protest options remain.

The National Institutes of Health has finalized 16 awards on the HUBZone track as part of its on-ramp process for the $20 billion CIO-SP3 small business contract for IT services.

NIH completed the HUBZone on-ramp process -- for now -- slightly less than two months after the agency initially announced 20 companies as intended winners for this portion. As this is an small business set-aside, NIH had to make an intended winners list public so others could challenge the size status of small businesses chosen for an award.

Disappointed bidders still have the option of protesting the source selection process if they missed out. Those that missed the final cut were FWG Solutions, Nester Consulting LLC, T-Rex Consulting Corp. and VariQ-CV JV. 

Final HUBzone on-ramp winners listed in an Aug. 3 FedBizOpps notice were:

All CIO-SP3 on-ramp contracts have a period performance from Aug. 1 of this year to Oct. 31, 2022.

In another development regarding the on-ramp, NIH has ended a protest battle over the track for service-disabled, veteran-owned small businesses with the addition of All Points Logistics.

All Points Logistics filed that protest on July 2 and the Government Accountability Office dismissed it on July 30. That followed a prior protest the company filed in May, which was resolved after NIH said it would review the proposal in the next evaluation phase.

That addition grows the number of SDVOSB on-ramp awardees to 43. NIH first unveiled a list of 38 final winners in April and since added five companies including All Points Logistics.

NIH is still in the evaluation phase for both the general small business and 8(a) tracks of the on-ramp.
