DISA releases RFP for small biz satellite work

DISA has created a small business contract to buy support for commercial satellite services.

The Defense Information Systems Agency issued a new solicitation for a five-year small-business contract that provides engineering and acquisition services to support its commercial satellite communication program.

DISA wants to infuse the program with industry business practices and processes, as well as commercial satellite network technologies, systems engineering, and pricing models expertise.

DISA’s commercial satellite program deals with a complex and unknown nature of warfighter requirements, capabilities and deployed user network infrastructure and configurations. As a result, commercial satellite subject matter experts must assist the government in planning and integrating cost-effective acquisitions. They also must aid with provisioning, integrated management of operations and alignment of related programs.

  • Change control planning
  • Financial analysis support
  • Acquisition, customer and execution management
  • Strategic planning/commercial SATCOM system support
  • Systems engineering and information assurance
  • Commercial satellite economic analysis and market research
  • Training
  • Operational support requirements
  • Commercial satellite requirements implementation support
  • Contingency operations management
  • Personnel qualifications

The contract is a complete small-business set-aside.

DISA released the notice Nov. 2. The deadline for questions regarding the procurement is Nov. 10. DISA is accepting quotes until Dec. 4.
