$34.5B Army RS3 starts to roll

At least nine task orders are in the works as the Army gets rolling with its $34.5 billion Responsive Strategic Sourcing for Services contract.
The Army is moving ahead with task orders under its new $34.5 billion Army Responsive Strategic Sourcing for Services contract.
Also known as RS3, the contract combines several other large services contracts including R2-3G and Strategic Services Sourcing.
RS3 is a 10-year deal that went to 16 large business and 39 small businesses. It was awarded in late May.
A source told me that nine task orders are now out for bid so awards under the vehicle should happen this summer. The source didn’t know the approximate value of the task orders.
The task orders are rolling out despite the Army’s decision to make a second round of awards.
Several incumbents on R2-3G and S3 did not make it onto RS3 but the Army informed them that they could be considered for what they called Phase 2 awards.
According to solicitation documents, companies being considered under Phase 2 can only submit proposal revisions after discussions with the Army. The Army will not accept new or amended solicitations.
My source told me that Phase 2 awards will not be made until May or June of 2018.
