SBA taps investment banking vet to head capital access office

An investment banking veteran and former SBA official returns to lead its organization responsible for making funds available to small businesses.

The Small Business Administration has appointed an investment banking veteran and former SBA official to return to the agency and lead its organization responsible for making funds available to small businesses.

SBA said Thursday William Manger, managing director at New York City-based boutique firm Brock Capital Group, will join the agency as associate administrator for its Office of Capital Access.

Manger’s prior roles at SBA have included associate administrator for field operations from 2007-2009 and he first joined the agency as a regional administrator in 2005.

SBA’s Office of Capital Access is responsible for programs that aim to help small businesses that cannot otherwise obtain loans unlock funding through banks and other lending organizations.

At SBA, Manger will oversee approximately a portfolio of $120 billion in direct and guaranteed loans, nine operations centers and 560 employees.

Loan programs under Manger’s responsibility include the 7(a) program, SBA’s primary track for helping startup and existing small businesses through guaranteed loans made by participating lending institutions.

The office also manages the 504 loan program, which works to help finance small business’ purchases of fixed assets such as real estate and buildings.

In his prior role at Brock Capital, Manger advises small- and medium-sized businesses in efforts to raise capital and expand their footprints.
