The Army plans to award a single, 10-year indefinite-delivery, indefinite-quantity contract for the work. The IDIQ may extend through the entire lifecycle of the software.
The Army’s goal with the new solution is to establish business process efficiencies, meet legislative requirements, integrate with existing Enterprise Resource Planning solutions, and decrease the number of complex interfaces while fostering auditability.
The department has an urgent need to analyze available strategies, reengineer business processes, select and implement a solution to replace current contracting capabilities, because the current system’s sunset dates are quickly approaching.
The Army Contract Writing System will be used by as many as 10,000 end users at approximately 300 different locations.
The first task order of the IDIQ includes setting up the software solution, completing business process reengineering, assessing cybersecurity compliance and design reviews.
The Army released the solicitation April 5. Responses are due by May 31.
