DHS IG plans for digital video network to aid investigations

The Homeland Security Department’s Office of Inspector General is planning to set up a digital video transmission network (DVTN).

OIG is considering a three-year contract that centers around temporary consulting and network engineering services to develop the business case for its DVTN.

OIG wants a company to design a DVTN architecture and develop an IT roadmap for moving ahead. It needs to detail the design specifications, particularly for security, and to ensure it will meet Federal Information Security Management Act specifications. OIG also wants a management plan and regular progress updates.

OIG has used wireless, covert video cameras to capture evidence in criminal and administrative investigations. However, the cameras were set up ad-hoc, and OIG wants a more advanced network of digital videos.

DHS has allocated $6.2 million in funding through fiscal 2019, and OIG plans to use the funds to build an enterprise capability to support law enforcement. The DVTN will be a fully funded and supported capability, including equipment procurement, training, support and maintenance.

OIG released its request for information Feb. 16. Responses are due by Feb. 22.
