Army releases long-awaited ITES-3S solicitation

The Army released the final request for proposals Feb. 12 for its nine-year, $12.1 billion Information Technology Enterprise Solutions—3 Services (ITES-3S) indefinite-delivery, indefinite-quantity contract.

The Army Computer Hardware, Enterprise Software and Solutions (CHESS) will use the ITES-3S as its primary source to develop, implement, and manage commercial IT contracts that provides enterprise-wide, net-centric hardware, software, and engineering and support services.

ITES-3S will provide these enterprise-level services for the Army, as well as other defense and civilian agencies. The Army released the final RFP Feb. 12. Responses are due by March 14.

The IDIQ’s scope includes the Command, Control, Communications, Computers, and Information Management (C4IM) requirements. It also provides services and solutions necessary for the Army and other services to transition from current service-centric information environments to the enterprise Joint Information Environment (JIE) as directed by the Defense Department’s CIO.

ITES-3S is the third iteration of the Army’s leading IT services contract.

According to Deltek the top five contractors under ITES-2S are:

• Northrop Grumman with $1.7 billion in task orders
• General Dynamics with $1.6 billion in task orders
• Leidos with $1.4 billion
• Lockheed Martin with $1 billion (Leidos is acquiring Lockheed's IT business.)
• CACI with 784.5 million
