DOJ gears up for $1.4B recompete of major IT services contract

The Justice Department issued a sources-sought notice for a 10-year, $1.4 billion multiple-award contract to provide all varieties of IT services across entire department.

The Information Technology Support Services 5 (ITSS-5) is a multiple-award, indefinite-delivery indefinite-quantity contract. One track will be for small businesses. The other track will be for all other types of companies.

DOJ doesn’t have the in-house staff to handle all types of IT issues, systems development and integration. Meanwhile, the department’s divisions, offices, and bureaus often need a contractor quickly.

DOJ plans to use ITSS-5 to:

• Go beyond sustaining and expanding use current hardware, systems and software
• Increase business effectiveness and automation
• Create new applications and introduce new technologies as they emerge
• Give expert assistance in configuring and managing systems
• Facilitate business changes and flexibilities by architecting and developing solutions to put changed and new requirements quickly
• Secure systems
• Measure and improve customer service and satisfaction

DOJ is considering awarding 12 contracts with six set aside for small businesses for ITSS-5.

DOJ issued the sources-sought notice Dec. 17. Responses are due by Jan. 15.

The contract replaces ITSS 4, which went to 19 companies in 2011 and has a $1.1 billion ceiling over seven years.

SRA International -- now part of CSRA Inc. -- is the top vendor on the contract with $121.3 million in task orders, according to Deltek.

CACI International holds the second spot with $58.7 million, followed by Northrop Grumman with $46.5 million and ManTech International with $46.2 million.

Since 2011, $374.5 million in task orders have been awarded against the $1.1 billion, according to Deltek. The value of the task orders have grown steadily, however, from $20.1 million in fiscal 2011 to $58 million in 2012, $73.8 million in 2013, $97.2 million in 2014 and $123.7 million in 2015.

Deltek estimates that RFP for ITSS 5 will be issued in August with an award in October 2017.
