Air Force releases RFP for ‘Office in the Sky’ IDIQ

The Air Force released a solicitation Oct. 15 for its seven-year, $350 million “Office in the Sky” contract.

The Senior Leader Command Control Communications System—Airborne Broadband Aero Mobile Satellite Service II contract is an indefinite-delivery indefinite-quantity contract. It will provide the Air Force with a global broadband communications system with a terrestrial communications backhaul to the government’s points of presence, technical support services, television services, Host Nation Agreement support, and network operations center support.

Task areas include:

• Global subscription service
• Equipment and integration support
• Operator training
• Frequency, clearances and approvals
• Electromagnetic interference (EMI)/radio frequency interference (RFI) identification, characterization, and geo-location
• Fault management
• Information assurance
• Monthly status reports
• Transmission plans
• NOC support requirements
• Semi-annual sun transit reporting

The Air Force noted it will track both positive and negative performance in the Contractor Performance Assessment Reporting System (CPARS) and will consider the information for follow-on work.

Work is expected to commence on June 2016.

The Air Force released the solicitation Oct. 15. Responses are due Nov. 24.
