3 companies vie for Army software work

Four LLC, Immix and Carahsoft are set compete for Army software work under a new contract for bringing more commercial technologies into the Army's networks.
Three companies will compete to provide software services to the Army under a $49 million task order contract awarded this week.
Four LLC, a small business in Centreville, Va., ImmixTechnology of McLean, Va., and Carahsoft of Reston, Va., each won spots on the Army’s IT Enterprise Solutions–Software contract, or ITES-SW. The contract runs through Feb. 10, 2020.
Unlike some of the other ITES contracts, this one will not be protested, as three companies bid and all three won. Though there is some question of whether more contracts will be awarded in the future.
The contract will be used by the Army to support its enterprise infrastructure and "infostructure" goals with commercial software products, according to the FBO.gov notice.
The contract has four catalogs of products:
- Utility and security
- Modeling and simulation
- Multimedia and design
- Program and development
Products sold through the contract must have a certificate of networthiness or CON.
Proposals were evaluated on a best-value basis with three evaluation factors: technical, performance risk and price.
Deltek describes the contract as a “partial award,” indicating that more contracts could be awarded. But the notice on the Defense Department website says that bids were solicited “via the internet with three received.”
However, the FBO notice says that the Army was planning to award up to eight contracts, though it reserved the right to award less. The notice also says this will be a small business set aside contract, but only Four LLC is considered a small business under the is contract, so perhaps more awards are on the way.
