CACI in another protest fight

CACI International won a $180 million contract to support intelligence activities of the U.S. Special Operations Command, but L-3 is protesting the award. It's the second protest fight CACI has faced this month.
CACI International is in another fight to keep a lucrative contract it won in open competition.
This time, CACI’s win is being challenged by L-3 National Security Solutions, who went to the Government Accountability Office after it lost a competition to CACI for a $179.9 million contract to provide geospatial and imagery intelligence analysts.
This is a new contract for CACI, but I couldn’t get confirmation on whether L-3 was an incumbent or just another bidder.
L-3 filed its protest on Tuesday. GAO’s decision is expected by April 30.
Last week, IBM protested a $157.6 million contract CACI won to be the systems integrator for the Army’s new personnel and payroll system. GAO’s decision in that case is due April 23.
In the case of the L-3 protest, CACI won the contract on Dec. 16 with the U.S. Special Operations Command. The contract is formerly known as the Joint Geospatial Analyst Support Services contract.
The contract will be used to buy a variety of intelligence capabilities including geospatial imagery intelligence analysis, imagery data management systems specialists, and associated skills, according to the FBO.gov posting.
Access to the full solicitation is restricted. The contract covers intelligence, collection, analysis and exploitation services to support the Special Operations Command’s “actionable intelligence program,” the FBO notice states.
Through a variety of acquisitions, CACI has been building its intelligence capabilities over the last decade. Those deals include the purchase of Athena Innovative Solutions in 2007, TechniGraphics and Applied Systems Research in 2010, and Six3 Systems in 2013.
