Draft RFP released for $22B Eagle contract

DHS proposes dividing contract between service delivery, program support, and verification and validation and says it could have as many as 53 winners.
The Homeland Security Department has released the draft solicitation for its $22 billion Eagle II contract for a broad range of information technology services.
The contract is a follow-on to its Eagle contract, which the department has been using to build its IT infrastructure.

The multiple-award contract will have ceiling of $22 billion and will have three functional categories, according to the draft request for proposals.
Category one will be for service delivery, including integration, software design and development, and operations and maintenance.
Category two is for program support, and category three is for independent verification and validation.
All three categories are split into two tracks, a small-business track and an unrestricted track.
While the number of awards to be made has not be determined, the draft says that the 25 unrestricted and 28 small-business awards made under the first Eagle contract were manageable.
The final request for proposals is expected in the fourth quarter of this fiscal year. Comments on the draft are due by June 25.
