Coast Guard may need to report officials hired by contractors
The Coast Guard would change some acquisition processes under new legislation.
The Coast Guard would report each year the names of any senior officials who left the service to join Coast Guard contractors during that year under acquisition legislation introduced March 23.
Rep. Elijah Cummings (D-Md.) chairman of the House Transportation Committee's Coast Guard and Maritime Transportation Subcommittee, introduced the bill, he said, to improve oversight of major procurements there.
The legislation would change the definitions of requirements and processes for assessing performance, costs and schedules. It would require testing and evaluation of all new assets and would ban lead systems integrators after Sept. 30, 2011.
The bill would also require appointing a chief acquisition officer who is a Level III-certified program manager with at least 10 years experience in acquisition management. Major programs would be managed by Level III-certified program managers.
