The organization wants to expand the scope of existing modules and improve the overall efficiency of its system, according to a presolicitation notice posted today. The improvements are designed not only to improve the system's effectiveness but also respond to concerns expressed by the Office of Management and Budget about its interoperable capabilities.
MCC plans to issue a request for proposals with two sections: Financial management system support and operations and accounting operations.
The financial management system requirements cover integration services and software licenses, hosting services and help-desk operations. The accounting operations requirements include financial statement preparation and reporting, general accounting, and financial transaction and payment processing.
MCC is a U.S. government corporation established by the Millennium Challenge Act of 2003. Its mission is to work with many of the poorest nations to reduce poverty and improve public policy.
The organization envisions a two-year, fixed-price contract with four option years. Responses are due by Aug. 25.
