OMB names new manager for g-to-g e-gov projects

The Office of Management and Budget has tapped Stacie Higgins as its new manager of the government-to-government Quicksilver portfolio and Grants Management Lines of Business initiative.

Higgins, who began work yesterday, replaces Kamela White, who has resumed her duties in OMB's Office of Information and Regulatory Affairs.

As the Quicksilver portfolio manager, Higgins will ensure collaboration among federal, state and local governments to deliver services to citizens. The e-government projects she will oversee include Disaster Management, E-Vital, Geospatial One-Stop, Grants.gov and Project Safecom.

Geospatial One-Stop and Grants.gov are the furthest along. Disaster Management has made recent progress. E-Vital and Project Safecom are the two projects the furthest from full implementation.

For the Grants Lines of Business effort, Higgins must help agencies develop a consortium approach to creating a method for managing grants throughout government. Under the consortium approach, agencies will form pods with one agency acting as the IT hub for a set of other agencies.

Before coming to OMB, Higgins was a budget analyst for the Energy Department. Higgins has a bachelor's degree in economics and a master's of business administration from West Virginia University.
