The Army has awarded five contracts, worth up to $500 million total, for the second functional area of the Information Technology Enterprise Solutions contract for enterprise mission support services.

The winners are Northrop Grumman Corp., Los Angeles; IBM Corp., Armonk, N.Y.; Lockheed Martin Corp., Bethesda, Md.; QSS Inc., Lanham, Md.; and NCI Information Systems Inc., McLean, Va. The contract is for three years with two two-year options.

This phase of ITES supports the Army enterprise infrastructure and infostructure goals with information technology services and solutions. Services include program management, enterprise IT policy and planning, enterprise design, integration and consolidation, information assurance, business process re-engineering and requirements analysis, among others.

Services also are needed to analyze requirements, develop and implement recommended solutions and operate and maintain legacy.

The contractors are expected to use as preferred suppliers the companies that won spots on the product phase of ITES. Those companies include Dell Inc. of Round Rock, Texas; GTSI Corp. of Chantilly, Va.; Hewlett-Packard Co. of Palo Alto, Calif.; and Lockheed Martin.

ITES is the successor contract to the five-year-old Army Corporate Enterprise Solutions program.

IBM is the only ACES incumbent to also win a spot on the new contract; EDS Corp., Computer Sciences Corp. and Unisys Corp., the remaining ACES incumbents, did not win recompetes.

Lockheed Martin is the only company to win contracts in both functional areas.

Rick Rosenberg, manager of defense systems for Unisys, said the company is exploring teaming opportunities with one of the ITES winners.
