BearingPoint wins Mass. e-procurement deal

BearingPoint Inc. has won a five-year, $4.7 million contract from Massachusetts to provide an electronic procurement portal.

BearingPoint Inc. has won a five-year, $4.7 million contract from Massachusetts to provide an electronic procurement portal, the company announced Monday.

Under the contract, BearingPoint of McLean, Va., will build an automated, self-funded portal that will replace the state's seven-year old system known as Comm-PASS.

The company will implement its e-procurement solution and provide program management services as well as end-user training. In addition, the company will provide managed services over the life of the contract.

The new system, which will retain the Comm-PASS name, will be accessible for the first time at no charge to state agencies, cities, towns, public authorities, public schools, colleges and universities, state and company officials said.

Vendors will be able to submit bids and proposals online. Government agencies also will be able to automate their document creation and management processes, company and state officials said.

The system will be funded through subscription fees paid by vendors to access services within the new Comm-PASS system.

Massachusetts state agencies purchase about $5.2 billion in goods and services from more than 11,000 businesses each year. The system may capture substantially more dollars as other public entities join the system's buying community.
