Two e-gov portfolio managers to leave OMB

The Office of Management and Budget's e-government office is losing two portfolio managers.

Tony Frater, portfolio manager for government-to-government Quicksilver projects, has accepted an industry job, and Jonathan Womer, portfolio manager for government-to-citizen projects, will move to a post in OMB's Office of Information and Regulatory Affairs.

The departures come at nearly the same time as the exit of Mark Forman, OMB's administrator for e-government and IT. Forman will leave Friday to join a new business venture in Silicon Valley.

OMB now has only two of the five e-government portfolio jobs filled: Tad Anderson, portfolio manager for the government-to-business projects, and Jeanette Thorton, e-authentication manager. Stephen Galvan, portfolio manager for the internal efficiency and effectiveness projects, left in June to become the Small Business Administration's CIO.

In his new job beginning Sept. 2, Womer said he will develop governmentwide Web content and information dissemination policies.

Before joining the e-government team, Womer worked for OIRA on e-authentication and Government Paperwork Elimination Act issues. He has been with OMB for more than four years.

Frater, whose last day is Aug. 20, said he is joining a government affairs company, Dutko Group Cos. of Washington.

"This was a great opportunity for me because it is a growing space, and the need for intergovernmental cooperation is more important than ever," he said. "My portfolio is in pretty good shape. We have great project managers, and the projects have either reached significant milestones recently or are on track to very soon."

Frater said his decision to leave came a few days before Forman announced his plans. Frater has been with OMB for five years. Before that he spent a year as a presidential management intern in the General Services Administration's Office of Governmentwide Policy.

No permanent replacements have been named for any of the portfolio jobs.

Jacke Zeiher, Galvan's deputy, is currently acting as the portfolio manager for the internal efficiency and effectiveness projects. Paul Mamo, project manager for the IRS' Free-File Project, will replace Wormer on an interim basis. OMB has yet to name an acting replacement for Frater.
