The proposed rule raises issues that should be addressed before implementation, according to comments submitted to the SBA by Alan Chvotkin, PSC's senior vice president and counsel.

PSC said the proposed rule would make teaming more difficult, applies only to GSA contracts, and would conflict with other size certification rules.
