Former state CIO John Flynn joins consulting group

ICG Government Inc. has hired John Flynn, a former chief information officer for Massachusetts and California, the company announced today.

Flynn, who has been engaged in public-sector management of information technology for the past decade, is a familiar name to many people in the government IT business. In addition to his public service, Flynn has nearly two decades of private-sector experience in systems integration and public-sector marketing.

He joins former Virginia Secretary of Technology Don Upson and former Department of Defense Deputy CIO Don Brubaker at the Reston, Va.-based IT consulting group.

For the past three years, Flynn has served chief executive officer of TechEd Strategies of Sacramento, Calif. In that position, he consulted with college and university presidents on a CIO governance model for higher education.

Before that, he was vice president for Litton PRC (now part of Northrop Grumman Corp. of Los Angeles) where he was responsible for directing strategic development of the firm's public-sector business for state and local government.

He served as CIO of the state of California from 1995 to 1998 under Gov. Pete Wilson. He also served as CIO for the state of Massachusetts in 1994 under Gov. William Weld.

Flynn served six years as an officer in the National Association of State Information Resource Executives, now known as the National Association of State CIOs, and was president of the association in 1997.

He also is a member of the General Accounting Office's IT Board and was a former White House appointee under former Presidents Ronald Reagan and George Bush.

ICG Government is a new consulting company that provides business planning and strategies for entry and expansion in the government IT market.
