Windsor Group Services LLC in Reston, Va., has added John Allen as co-managing member of its federal group. He will lead the Reston office as well as the firm's investment banking efforts.

David Safavian is now senior adviser and acting deputy chief of staff at the U.S. General Services Administration. He will assume the duties of chief of staff in July when the incumbent chief of staff Brian Jackson departs the agency to pursue a master's degree in business administration at Harvard Business School in Cambridge, Mass. Most recently, Safavian served as the chief of staff to Rep. Chris Cannon, R-Utah.

Booz Allen Hamilton, a McLean, Va., management consulting firm, elected Keith Hall, former director of the National Reconnaissance Office and assistant secretary of the U.S. Air Force, as vice president. As an officer in Booz Allen's national security practice, Hall will lead a strategic intelligence initiative to integrate activities across the firm's intelligence community clients. Before joining Booz Allen, Hall devoted 32 years to public service in an intelligence career.

Steve Bridge, president of Frontier Technology Inc. in Goleta, Calif., has been named to the statewide board of directors of the California Space Authority. Bridge brings 30 years of management, information technology and aerospace experience to the CSA board. CSA is a nonprofit corporation representing the commercial, civil and military sectors of the space stakeholder community.

CSA serves as the policy adviser to the Secretary of the California Technology, Trade and Commerce Agency on all space-related matters, and represents the state of California on space issues to the international community, the federal government, other states, and to local and regional government entities.

Anteon International Corp., a Fairfax, Va., information technology and systems engineering/integration company, appointed Kelly Baker as vice president and treasurer. He was previously with XM Satellite Radio Inc.

McDonald Bradley Inc., a McLean, Va., provider of IT services in visual intelligence, Web application integration and system assurance services, appointed Rafael Dominguez as chief financial officer. He has more than 13 years of financial business experience, most recently with FutureNext Consulting Inc.

The SheaHedges Group, a McLean, Va., communications firm, added Erich Shea as director of business development. He will help represent and promote SHG's core base of technology clients as well as increase the firm's presence in the local technology community. Prior to joining SHG, Shea worked for more than two years at Weber Shandwick Worldwide.

NCI Information Systems Inc., a McLean, Va., IT systems firm, hired David Gardner as senior vice president of Corporate Sales and Marketing. He will be responsible for managing the federal side of NCI's sales and marketing organization.

Basis Technology, a Cambridge, Mass., provider of software globalization solutions for multilingual information processing, hired former CIA officer Joel Ross as vice president of Defense and Intelligence Services. Ross will establish the company's office in Washington, and will focus on fulfilling the foreign language processing needs of the U.S. government.

Prior to joining Basis Technology, Ross spent 21 years in the Central Intelligence Agency in a variety of roles, most recently as the CIA's Foreign Language Technology Officer.

PlanGraphics Inc., a Frankfort, Ky., provider of professional spatial information technology services, hired Joyce Jackson and Jennifer Oberlin as client development manager and manager of marketing services, respectively. Jackson will be responsible for lead generation, prospect tracking, direct marketing, prospect introductions, design and implementation of business contact management databases and competitive intelligence. She was most recently with SCT Global Government Solutions.

Oberlin will be responsible for corporate messaging, corporate image, market research, promotional activities, and conference coordination. She was most recently with Host Communications Inc./International SPA Association.

Awards

Anteon International Corp., a Fairfax, Va., information technology and systems engineering/integration company, announced that its CEO and president, Joseph Kampf, received the 2002 KPMG High Tech Entrepreneur Award. This annual award recognizes significant contributions to the advancement of technology in the greater Washington area.
