The Federal Desktop Core Configuration mandate stipulates that administrative rights cannot be granted to end-users and may not be made available on federal desktops and laptops. However, certain Windows applications and desktop functions require local administrative privileges in order to run and function properly on a desktop or laptop. Granting full administrator rights creates a less secure desktop environment and opens the door for malicious hackers and viruses, thus organizations consider granting administrator rights to standard users to be risky.
