Constellation West taps new senior director of BD

Constellation West has named Billy Starkey senior director of business development.

In his new role, Starkey will provide business development and contracts execution support and will share industry expertise to support the overall team.

His oversight responsibilities include strategic planning, pipeline development, business capture, proposal development and programs management, the company said in a release.

He joins Constellation West from EngagePoint Inc., where he served as corporate vice president and federal division general manager. He has also held leadership positions at TASC Inc. and Northrop Grumman.
