USAF in planning stage of $88.6M aircraft engineering IDIQ

The Air Force announced a pre-proposal industry day for March 25 to discuss its $88.6 million contract for professional engineering and technical support related to aircraft performance and weapons.

The event will be held at Doolittle Institute at Uptown Station in Fort Walton Beach, Fla.

The Air Force released a draft performance work statement March 12 for the SEEK EAGLE Modeling, Analysis, and Tools Support (SEMATS) 2 contract. It’s an indefinite-delivery indefinite-quantity contract through which the Air Force will issue task orders for software and data-based modeling, modeling and simulation (M&S) work, and tool and product development for its SEEK EAGLE program. The program certifies all weapons, deployable counter-measures, and any changes to software or hardware that alters an aircraft in various ways.

Beyond the modeling and product development, SEMATS 2 work will include professional engineering and technical support, management and non-technical services for the Air Force SEEK EAGLE Office (AFSEO), such as compatibility evaluations, mission planning processes, and the development of M&S tools. In addition, the contract will encompass network support services for an array of advanced M&S tools and high-performance computing resources as well as first line USAF Standard Desktop support.

The AFSEO provides manpower, engineering tools, computer M&S, data, engineering rationale, and mission-planning software applications necessary to safely load and carry inventory and developmental stores on fleet aircraft.

Survice Engineering Co. of Belcamp, Md., is the incumbent contractor for the current SEMATS contract. The firm has had $46.8 million in task orders, according to Deltek.

The Air Force said it will use the feedback from the draft work statement to determine the final request for proposals.
