Army plans to modernize AKO-ES with new IDIQ

The Army anticipates awarding a four-year indefinite-delivery, indefinite-quantity contract for technical support services as well as reuse and redesign of existing systems in the Army Knowledge Online–Enterprise System (AKO-ES).

Army officials released a draft performance work statement (PWS) Oct. 29, after issuing an initial request for information in May.

The services will include a broad range of technical services to manage day-to-day operations and maintenance (O&M). The systems integrator will provide the foundation for responding to changes to Army and Defense Department missions for enterprise capabilities, developing and implementing new technologies in the enterprise service space.

In the initial RFI notice, Army officials wrote that their PWS was a change in focus. Previous actions have focused exclusively on AKO-ES O&M and sustainment activities. Officials have expanded the support services to more IT initiatives, such as O&M, modernization, and reuse and redesign of existing systems and applications. More specifically, the Army wants to redevelop and repurpose its existing systems and the systems connected to core data centers. The Army is considering closing down applications, systems and facilities.

The Enterprise Content Collaboration and Messaging (EC2M) AKO-ES provides web-based enterprise information services to approximately 2 million customers. They are primarily from Army, but it includes joint and DOD customers.

The Army released the draft PWS Oct. 29. Responses are due by Nov. 12.
