How many retired HRC officers now work for SAIC and are assigned positions in support of this contract which was "competed, openly and fairly"?

Strange how SAIC has been providing IT lifecycle support for more than 12 years..... To say no other contractor is competent enough to provide this type of support, or have requirements been written as to where only SAIC can win??
