VIP wins $95M BPA for DHS talent management system

Visionary Integration Professionals, teaming with Meridian Knowledge Solutions and CGI Federal, has won a $95 million contract with DHS to provide a cloud-based talent management system across the department.

Visionary Integration Professionals, or VIP, has won a $95 million blanket purchase agreement with the Homeland Security Department to provide a secure, cloud-based enterprise talent management system.

The company is working with its subsidiary, Meridian Knowledge Solutions, to complete the work for the department.

VIP will implement a talent management system across the department’s headquarters and the other eight operational components.

Once the work is completed, the Homeland Security Department will have a single platform for analyzing employee’s skills and automating the design, delivery and tracking of programs for developing talent, the company said in a release.

The company is also teaming with CGI Federal to support the system with a secure and FedRAMP-certified Infrastructure-as-a-Service, the company said.

VIP will supply IT services including software planning and analysis, design , integration and testing of the system. Meridian will deliver the software, as well as technical support and ongoing customer service. CGI Federal will provide IT infrastructure to enable the department to run the system.

“The IT landscape at DHS today consists of at least four separate technology platforms for learning and development,” said VIP CEO Jonna Ward. “We believe this project will create a DHS that is more efficient and agile and will serve as a model for other agency consolidations and shared service cloud deployments."
