CityTime still haunts SAIC

Science Applications International Corp. has agreed to extra monitoring in order to avoid suspension or debarment because of a New York City contract scandal that involved bribery and kickbacks.

Earlier, SAIC signed a settlement with the U.S. Attorney’s office involving the CityTime project.

Now, the company has signed a five-year agreement with the U.S. Army to maintain a contractor responsibility program, according to an SAIC filing with the Securities and Exchange Commission.

The Army agreement is to reassure the federal government that SAIC is a good actor and does not need to be suspended or debarred from future contract work.

Elements of the agreement include monitoring and providing reports to the Army. The firm Contractor Integrity Solutions LLC was appointed by the Army to run the monitoring program. The company also runs the monitoring program that SAIC agreed to in its settlement with the U.S. Attorney, according to the SEC filing.

SAIC paid $500 million in penalties and restitution in early 2012 to settle charges related to the CityTime scandal.

Three senior executives also were fired by the company for poor oversight.
