GSA's SAM may not yet be fixed

Maybe the General Services Administration spoke too soon.

After having to take its new System for Award Management site offline just days after its launch to address performance issues, GSA said Aug. 6 that the site was fixed. According to comments left by FCW readers, that might have been a premature assessment.

Two FCW reporters tried the site and found that the home page appeared to be fine. However, some readers trying to access and use SAM's data appeared to still be experiencing trouble as of Aug. 7.

"Just tried the system again this morning. Still NO JOY," wrote one reader Aug. 7. "Can't believe IBM and GSA can't get this site to work. System doesn't like my password. Go through reset password process and it won't accept the change. Hit 'save' and nothing happens. On hold with tech support again. Wonder how long that will take."

"I have not been able to get a stable connection to this system since it went live," wrote another reader Aug. 7. "Half of the data does not display with Internet Explorer and links do not work. Firefox works better when you can connect, but still is not consistent."

Have emails from August through 11/20/12 refusing to accept County's CAGE code. NO ONE ABLE TO HELP despite County Clerk spending 10 hours on phone with GSA. Finally gave her name of a superior - who will not return phone messages or e-mails! County is losing grant funding because of this.

Our SAM registration problems are still not resolved (11 weeks after SAM launched). We have missed two small business application deadlines because of the problems we've had with SAM. On the bright (?) side, I'd say the situation has gradually shifted from the Sisyphean (enter info, see it disappear, repeat) to the Kafkaesque ("*Our* system errors make it impossible for your registration to become active, but it is *your* responsibility to have an active registration if you want to apply for grants or contracts."

I've been waiting over 3 weeks for a cage code and when I call they say my SAM account has been disassociated with my DUNS number so I cannot go back and add information that they CLAIM is missing. I asked what's the recourse and they said its a known issue with no current resolution.... Are you kidding me?!?! So, my Cage Code is help up in a system that I can no longer access and the SAM folks can't do anything about it either. I cannot re-register because they cannot delete my current entry either. So, I'm stuck. I have a contract ready to bring me on board and I don't have a Cage Code because SAM can't figure out how to re-associate my account. The best country in the world and we can't figure this out.

I agree with comments; this site is a mess and they should roll back to CCR until critical bugs and data xfers are fixed. My reps and certs are not correct. In addition the FAQ for updating information takes the user back to CCR. There should be online support via email and chat or at least a call back service. This is pretty poor overall.

The SAM deployment was premature (even with all the schedule delays). The issues the system is still having, over 2 weeks after launch, is causing impacting contract awards, payments and security clearances. GSA should stand CCR back up until IBM and the other contractors can get their act together. During the moments things work, the searching capability is generic and doesn't work well. If you pause too long on a screen, it will bounce you back to the home screen to start all over again. Even now, the help desk is still overwhelmed. It takes over an hour on hold to get a person who can't tell you anything and knows less about the system then the person with the problem. Clearly this needs to go back into the lab for rework - not be worked on while live.
