GSA delays SAM system

The government missed its goal of consolidating various procurement databases and systems into a single portal called SAM, or the System for Award Management. Instead, SAM is not scheduled to launch in July, according to a Washington Business Journal report.

SAM is to consolidate the Central Contractor Registration/Federal Agency Registration, Online Representations and Certifications Application, and the Excluded Parties List System into a single website.

The extra time is needed for testing and preparation by the agencies that use the systems. The systems are used by agencies as tools for deciding who to award contracts and grants to.

Looking at it backwards, as ususal. Instead of one 'rosettas stome' system to make all the legacy systems play nice with each other, they need a benign (sp?) dictator to mandate ONE set of procurement procedures and rules Fed-wide, including DoD. The database to track it all would then be trivial.

look for a further delay. Part of the testing will have to be conducted by other agency procurement personnel and in July/Aug/Sept they are very busy. I look for a late 2012 launch.

Even after SAM is implemented, it will still fall short of identifying what vendors provide what specific goods and services. Try to find a company using CCR and DSBS that provides tiles if tile isn't in the name of the company. They need to implement a system like http://www.smallbizcontracting.com if they want to actually perform legitimate market research.
